The Odisha Public Service Commission (OPSC) has released Advertisement No. 04 of 2026-27 for the recruitment of Veterinary Assistant Surgeon and Additional Veterinary Assistant Surgeon posts. The vacancies are available under Group A, Junior Branch-II of the Odisha Veterinary Service in the Fisheries and Animal Resources Development Department.

A total of 436 backlog vacancies have been announced for SEBC, Scheduled Caste and Scheduled Tribe candidates. Out of the total vacancies, 144 posts are reserved for women. The online registration and application process will begin on 24 July 2026.

Who Can Apply for OPSC VAS Recruitment 2026?

This recruitment is being conducted only for candidates belonging to the SEBC, Scheduled Caste and Scheduled Tribe categories of Odisha. Applicants must possess the required veterinary qualification, registration certificate, Odia language qualification and other eligibility conditions by the closing date.

Reservation and relaxation benefits available to SC, ST and SEBC candidates will apply only to candidates belonging to the corresponding communities of Odisha.

Age Relaxation for PwD Candidates

Persons with Disabilities belonging to the SEBC, SC or ST category and having a permanent disability of 40% or more are eligible for an additional age relaxation of 10 years over and above the maximum age of 47 years.

A candidate eligible for relaxation under more than one category will receive only one upper-age relaxation benefit, whichever is most beneficial.

Educational Qualification

A candidate must satisfy all the following educational and professional registration requirements:

  • Possess a Bachelor’s Degree in Veterinary Science and Animal Husbandry, commonly known as B.V.Sc. & A.H., from a recognized university, college or institution in India or abroad.
  • Possess an equivalent qualification where recognized under the applicable rules.
  • Candidates holding a veterinary degree from a foreign university must possess the required conversion certificate recognized by the Veterinary Council of India.
  • Possess a valid registration certificate under Section 21 of the Odisha Veterinary Practitioners Act, 1970.
  • The registration must be completed on or before the last date for submission of the online application.

Odia Language Requirement

Candidates must be able to speak, read and write Odia. They must satisfy at least one of the following conditions:

  • Passed Middle English School or a higher examination with Odia as a language subject.
  • Passed Matriculation or an equivalent examination with Odia as the medium in a non-language subject.
  • Passed Odia as a language subject in the final examination of Class VII from a school recognized by the Government of Odisha or the Central Government.
  • Passed an Odia language test of Middle English School standard conducted by the School and Mass Education Department, Government of Odisha or the Board of Secondary Education, Odisha.

Other Eligibility Conditions

  • The candidate must be a citizen of India.
  • The candidate must be of sound health and free from physical defects that may interfere with the performance of official duties.
  • A married candidate must not have more than one spouse living, unless exempted by the State Government under the applicable rules.
  • Government employees may apply if they meet the eligibility conditions.
  • Government employees must inform their Head of Office and produce a No Objection Certificate during document verification.
  • Candidates must not be under an active debarment imposed by OPSC, another State Public Service Commission or UPSC.
  • Selected candidates will be required to undergo a medical examination.

The ₹700 examination fee will be refunded only to candidates who actually appear in the written examination. The refund will normally be processed to the original payment method after completion of the examination.

Candidates required to pay the fee must complete the payment. Applications submitted without payment of the prescribed fee will be treated as incomplete and rejected.

Document Verification

Where the number of vacancies exceeds two, OPSC will normally call candidates equal to twice the number of vacancies for document verification.

The final select list will be prepared in order of merit based on written examination marks and will ordinarily be limited to the number of advertised vacancies.

Candidates shortlisted for document verification must bring the hard copy of the submitted online application, self-attested copies and original documents for verification.

  • High School Certificate or equivalent certificate as proof of age.
  • B.V.Sc. & A.H. degree certificate.
  • Mark sheets from HSC level up to B.V.Sc. & A.H.
  • Veterinary Council of India conversion certificate for foreign qualifications, if applicable.
  • Grade-to-percentage conversion certificate, if applicable.
  • Permanent registration certificate under the Odisha Veterinary Practitioners Act, 1970.
  • Four recent passport-size photographs.
  • SEBC, SC or ST caste certificate, as applicable.
  • Odia language test pass certificate.
  • Permanent Disability Certificate showing at least 40% disability, if applicable.
  • Sports Identity Card or certificate issued by the Director of Sports, Odisha, if applicable.
  • Ex-Servicemen release certificate, if applicable.

Each self-attested copy should carry the prescribed declaration that it is genuine and has not been cancelled, along with the candidate’s full signature and date.

Important Certificate Instructions

  • SEBC candidates must submit a Non-Creamy Layer certificate issued not more than three years before the online application date.
  • An OBC certificate will not be accepted instead of an Odisha SEBC certificate.
  • SC and ST certificates must show that the candidate belongs to the respective category by birth.
  • Women candidates must submit a caste certificate showing “daughter of” and not a certificate obtained through marriage showing “wife of”.
  • PwD candidates must upload a permanent disability certificate. A temporary disability certificate will not be accepted.
  • Sports candidates must submit the certificate or identity card issued by the Director of Sports, Odisha.
