Southern Railway Railway Recruitment Cell (RRC), Chennai has released the Scouts & Guides Quota Employment Notice 2026-27 for recruitment against Level-2 and Level-1 posts. Applications are invited from Indian citizens who are active members of Bharat Scouts & Guides and fulfill the prescribed educational, Scouts & Guides and other eligibility conditions.
A total of 17 posts are available under the Scouts & Guides quota in Southern Railway and Integral Coach Factory (ICF). Eligible candidates can submit their applications online through the RRC Chennai website.

Who Can Apply for Southern Railway Scouts & Guides Quota?
The recruitment is specifically for candidates who satisfy the prescribed Scouts & Guides quota requirements in addition to the educational qualification for the relevant pay level.
Scouts & Guides Qualification
Candidates applying under the Scouts & Guides quota must satisfy the following requirements:
- Must be a President's Scout, Guide, Rover or Ranger, or a Himalayan Wood Badge (HWB) holder in any section.
- Must have been an active member of a Scouts organization for the last five years.
- The Certificate of Activeness must be in the prescribed format given in Annexure-A.
- Must have attended two events at National Level or All Indian Railway level.
- Must also have attended two events at State Level.
Educational Qualification for Level-2 Posts
Candidates applying for Level-2 posts must satisfy one of the educational qualification routes prescribed in the notification:
- Passed 12th (+2 stage) from a recognized Board or equivalent examination with at least 50% marks in aggregate.
- The 50% minimum is not insisted upon for SC/ST candidates and Ex-Servicemen for NTPC categories.
- OR passed Matriculation from a recognized Board plus completed Act Apprenticeship for technician categories.
- OR passed Matriculation from a recognized Board plus ITI approved by NCVT for technician categories.
Educational Qualification for Level-1 Posts
Candidates applying for Level-1 posts must possess one of the following qualifications:
- 10th Pass; or
- ITI; or
- Equivalent qualification; or
- National Apprenticeship Certificate (NAC) granted by NCVT.
- 10th Pass plus National Apprenticeship Certificate (NAC) granted by NCVT.
- 10th Pass plus ITI.
The notification states that the specific categories of Level-2 and Level-1 posts and the place of posting will be decided by the Southern Railway administration at the time of offering appointment to selected candidates.
Typing Requirement for Clerk-cum-Typist
Candidates appointed to the category of Clerk-cum-Typist must acquire the prescribed typing proficiency within two years from the date of appointment.
- English: 30 words per minute
- Hindi: 25 words per minute
The appointment to this category remains provisional until the prescribed typing qualification is acquired. If the candidate does not acquire the required typing skill within the stipulated period, no additional time will be given and the services may be summarily terminated.

Serving Railway Employees
For serving Railway employees who have completed three years of continuous service, and substitutes who have completed three years of continuous service or three years in broken spells in the Railways, the maximum age is:

Other Age Relaxations
- Candidates who were ordinarily domiciled in the Kashmir Division of Jammu and Kashmir during the period from 01 January 1980 to 31 December 1989 are eligible for 5 years of age relaxation.
- Staff of Quasi Administrative Offices of Railway Organizations are eligible for relaxation of up to 5 years or the service rendered by them in such organizations, whichever is less.
- Ex-Servicemen are eligible for relaxation corresponding to the period of service rendered in Defence Services plus 3 years, subject to the conditions specified in the notification.
- For reservists not employed in Government Service, the age is permitted up to 40 years subject to the prescribed conditions.

The date of birth entered in the application must match the date recorded in the candidate's SSC/SSLC/Matriculation/10th Class or equivalent certificate. Any difference may result in disqualification, and subsequent requests to change the date of birth will not be entertained.
Southern Railway Scouts & Guides Selection Process
Eligible candidates will be assessed through a Written Test / Hybrid CBT-cum-Physical Examination and marks awarded for Scouts & Guides certificates. The total assessment carries 100 marks.

The written test / Hybrid CBT-cum-Physical Examination carries 60 marks.
- 40 objective-type questions carrying 40 marks.
- 1 essay-type question carrying 20 marks.
- Questions relate to Scouts & Guides organization, its activities and General Knowledge.
- The examination duration is 1 hour.
- There is negative marking in the objective test.
- One-third of the marks allotted to each objective question will be deducted for every wrong answer.
The written examination / Hybrid CBT-cum-Physical Examination will be conducted separately for Level-2 and Level-1 posts.

Southern Railway Scouts & Guides Application Fee

The notification states that ₹400 will be refunded to eligible candidates who pay ₹500 and actually appear in the Written Test / Hybrid CBT-cum-Physical Examination, after deduction of applicable bank charges.
For candidates paying ₹250 under the concession categories, ₹250 will be refunded to those who are found eligible and actually appear in the examination, after deduction of bank charges.
The examination fee must be paid online through the payment gateway as part of the online application process. Payment may be made using debit card, credit card, internet banking or other available online payment methods.
Economically Backward Class for Fee Concession
For this notification, Economically Backward Class means candidates whose family income is less than ₹50,000 per annum.
Candidates claiming the EBC concession must upload the prescribed income certificate at the time of online application and produce the original certificate at Document Verification.
The notification specifies authorities that may issue the required income certificate, including the District Magistrate or Revenue Officer up to the level of Tahsildar, the relevant Sitting Member of Parliament, and other authorities/documents specified in the notification.
Community Certificate Requirements
No post is exclusively reserved for OBC or SC/ST candidates under the Scouts & Guides quota. Candidates from SC/ST/OBC categories can apply against the Scouts & Guides quota, and applicable age relaxation will be provided according to the general recruitment rules.
OBC candidates must produce the community certificate in the prescribed format, and the certificate must specifically indicate that the candidate does not belong to the creamy layer.
Medical Examination
Candidates recommended for appointment must pass the required Medical Examination. The medical classification will be Bee Two and above for the posts identified by the Southern Railway / ICF Administration.
Language of Question Paper
Candidates must choose one language for the question paper from:
- Hindi
- English

Scanned Signature
- Signature size: 3.5 cm × 2.5 cm.

- File size should be between 10 KB and 40 KB.
- Signature should be in English or Hindi.
- Signature must be running hand and not in BLOCK/CAPITAL letters or a disjointed/dotted signature.
Additional Documents for Special Categories
- Certificates in languages other than English or Hindi: Attested translation in English or Hindi must be provided.
- Serving Railway Employees / Quasi Administrative Office Staff: No Objection Certificate and Bonafide Certificate showing length of regular service should be attached.
- Divorced / Judicially Separated Women: Court decree and affidavit confirming that the candidate has not remarried.
- Widows: Husband's death certificate and affidavit confirming that the candidate has not remarried.
- Ex-Servicemen: Discharge certificate.
- Persons with Disabilities: Disability certificate issued by the competent Government authority in the prescribed format.
- Minority candidates: Documentary proof supporting the minority claim.
- EBC candidates: Prescribed income certificate.

Invalid Applications
Applications may be rejected for deficiencies including the following:
- Application without a scanned signature.
- Signature in capital letters.
- Application without the required scanned photograph in Scout/Guide uniform.
- Photograph showing goggles, cap, wig or coloured glasses.
- Disfigured, very small or unrecognizable photograph.
- Over-aged or under-aged candidate.
- Date of birth in the application not matching the documentary proof.
- Failure to enclose relevant certificates supporting age, educational qualification, Scouts & Guides qualification, fee exemption or age relaxation.
- Incorrect or incomplete application.
- Failure to comply with the instructions in the recruitment notification.
- Other irregularities considered invalid by RRC Chennai.
Misconduct During Recruitment
Candidates are warned that candidature or appointment may be cancelled or terminated if they are found involved in misconduct during or after the recruitment process.
- Providing false information or suppressing material information.
- Attempting to use political or other influence for recruitment.
- Submitting fabricated or forged certificates/documents.
- Impersonation or arranging impersonation.
- Misbehaving with officials during the recruitment process.
Candidates involved in such activities may also be liable for criminal prosecution where applicable.
Travel and Accommodation
SC/ST candidates alone will be issued an II-Class Free Pass for travel from their nearest railway station to the venue of the Written Examination / Hybrid CBT-cum-Physical Examination, Document Verification or Medical Examination.
Other candidates must make their own travel arrangements, and no reimbursement of travel expenses will be made.
Candidates are also required to make their own accommodation arrangements when attending the examination, Document Verification or Medical Examination. RRC will not arrange accommodation.
